It should be geared toward inmates whom actually made a mistake or two in life, have gone in the wrong path due to bad luck or lack of employment. There are many inmates/ humans who deserve a second chance and would take advantage and do right.

The military have drug tests so it would weed them do there work over there but will say that yes some people do indeed deserve second chance in life away many people stand.

Lots of people deserve a second chance, i would say in the context of your question Yes. but like you said it would depend on the crime and the behavior while incarcerated.
i would also keep a closer eye on them , just incase there very good at showing you what you want to see.
