How are inmates in a prison considered in the census count?

Every few years the population is counted with a census. I was wondering where prison inmates come into this count. Are they counted as citizens in the city in which they are serving their prison term, or are they considered residents of the city in which their primary address is at?

they are counted as where they are living at on the specific date given on the census.
